Registered Unrecognised Political Parties (RUPPs)
▪ The Election Commission (EC) has delisted 334 Registered Unrecognised Political Parties (RUPPs) for non-compliance.
▪ As per guidelines under Section 29A of the Representation of the People Act, 1951, a party not contesting elections for six consecutive years is removed from the registered list.
▪ The delisting meant that these parties would not be eligible for any benefit under,
✓ The provisions of Section 29B and Section 29C of the Representation of the People Act, 1951
✓ The relevant Sections of the Income Tax Act, 1961
✓ The Election Symbols (Reservation and Allotment) Order, 1968.
About Registered Unrecognised Political Parties (RUPPs)
▪ RUPPs are political entities registered under Section 29A of the Representation of the People Act, 1951, but not yet recognised as State or National parties.
▪ Privileges: They enjoy income tax exemptions and can receive political donations, even without electoral participation.
Recognised Political Parties
▪ Currently, 6 national parties and 67 state parties are registered as recognized parties with the
Election Commission.
▪ State Party: A registered party must meet any one of the following:
✓ 6% Vote + 2 Assembly Seats: The party must secure at least 6% of the valid votes polled in the Legislative Assembly election and win at least 2 seats in that Assembly.
✓ 6% Vote + 1 Lok Sabha Seat: It must win at least 6% of valid votes in the Lok Sabha election
held in that state and secure 1 seat in Lok Sabha from that state.
✓ 3% of Assembly Seats or 3 Seats Minimum: The party must win at least 3% of the total Assembly seats, or at least 3 seats (whichever is higher) in the Legislative Assembly.
✓ 1 of Every 25 Lok Sabha Seats: The party must win 1 Lok Sabha seat out of every 25 seats
allocated to the state.
✓ 8% Vote Share: It must secure at least 8% of the total valid votes in a state, either in Lok Sabha or Assembly elections, even if it wins no seats

▪ National Party: A registered party must meet any one of the following:
✓ 6% Vote in 4 States + 4 Lok Sabha Seats: The party must secure at least 6% of valid votes in
Lok Sabha or Assembly elections in four or more states, and win at least 4 Lok Sabha seats
from any states.
✓ 2% Lok Sabha Seats from 3 States: It must win at least 2% of the total Lok Sabha seats (currently 11 out of 543), and those seats must be from at least 3 different states.
✓ Recognized as State Party in 4 States: If a party is recognized as a State Party in four or more
states, it automatically qualifies as a National Party.
Women & Kin of Deceased Donors to Get Priority in Organ Transplants
▪ National Organ & Tissue Transplant Organisation (NOTTO) issued a 10-point advisory to States/UTs.
▪ Aim: Address gender imbalance in organ transplant recipients and encourage organ donation.
▪ Priority to be given to:
✓ Women patients on the waiting list (via additional allocation points).
✓ Relatives of deceased donors awaiting organ transplants.
National Organ and Tissue Transplant Organization
▪ It is a national-level organization set up under the Directorate General of Health Services, Ministry of Health and Family Welfare in New Delhi.
▪ The establishment of NOTTO is mandated as per the Transplantation of human Organs and Tissues (Amendment) Act of 2011.
TRANSTAN
▪ Tamil Nadu is one of the first States to initiate Cadaver Transplant in 1995 after the Transplantation of Human Organs Act was passed in the year 1994.
▪ Cadaver Transplant Program was started by the then Hon’ble Chief Minister
Dr.Kalaignar.M.Karunanidhi in the year of 2008.
▪ Cadaver Transplant Programme was made a Government Society in May 2015 and named as
Transplant Authority of Tamil Nadu under the Chairmanship of the Honourable Chief Minister of Tamil Nadu.

Vice President Election
▪ Articles – 63 to 73
▪ Article 63 explicitly states, “There shall be a Vice President of India.”
▪ Under the Presidential and Vice-Presidential Elections Act, 1952 and its rules, and as per Article
324 of the Constitution, the Election Commission is responsible for conducting the election.
▪ This election is for the office of Vice President, who also serves as the Chairman of the Rajya Sabha.
Qualifications:
▪ To be eligible, a candidate must be an Indian citizen, be at least 35 years old, and be qualified to be elected as a member of the Rajya Sabha.
Electoral College:
▪ The Vice President is elected by an electoral college consisting of all members of both Houses of Parliament — Lok Sabha and Rajya Sabha — including nominated members.
Proportional Representation:
• The election uses the system of proportional representation by means of the single transferable vote
