According to a report by virtual private network tracker Top 10VPN, India had the longest internet shutdown in 2023 in terms of user hours. The internet was completely affected for 7,956 hours in India, impacting around 59.1 million users in India. Note Internet shutdown is imposed under Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017 and Section 144 of the Code of Criminal Procedure (CrPC), 1973. It can be issued only by Union Home Secretary or State Home Secretary.
