UDAN Scheme

  • Context: The Centre has extended the subsidy period for airlines on select Tier-2 and Tier-3 routes from three to five years, after a large share of those routes fell into disuse. 
  • The shift comes under the modified UDAN scheme, approved by the Union Cabinet.

About UDAN Scheme

  • UDAN Scheme was launched on 21st October 2016; the first UDAN flight operated between Shimla and Delhi on 27th April 2017.
  • UDAN strengthened regional tourism, healthcare access, and trade, catalyzing economic growth in Tier-2 and Tier-3 cities.
  • UDAN aims to democratize aviation by making flying accessible and affordable for all. 
  • Implemented by the Ministry of Civil Aviation, this flagship scheme has since transformed India’s regional connectivity landscape.

Evolution of the UDAN Scheme (2016–2025)

  • The UDAN Scheme has progressed through multiple phases, each widening its reach and improving implementation. Over time, it has strengthened regional air connectivity, especially in remote areas such as the Northeast, Ladakh, and island regions.

    UDAN 1.0 (2017)

    • Marked the launch of the scheme, with the first flight operating between Shimla and Delhi on April 27, 2017.
    • Around 128 routes were allocated to 5 airlines, covering 70 airports, including 36 newly developed ones.

    UDAN 2.0 (2018)

    • Expanded connectivity to 73 underserved airports.
    • Introduced helipad operations for the first time, improving access to remote areas.

    UDAN 3.0 (2019)

    • Added tourism-focused routes to boost travel.
    • Introduced seaplane services.
    • Increased focus on enhancing connectivity in the North-Eastern region.

    UDAN 4.0 (2020)

    • Prioritized connectivity in hilly, island, and border regions.
    • Strengthened the use of helicopters and seaplanes for difficult terrains.

    UDAN 5.0 Series (2023–2025)

    • Represented a major reform phase aimed at improving efficiency and speed of operations.
    • UDAN 5.0 (April 2023): Removed the 600 km distance limit and focused on quicker flight operations.
    • UDAN 5.1 (May 2023): Enhanced helicopter connectivity in remote locations.
    • UDAN 5.2 (July 2023): Promoted small aircraft (under 20 seats) for last-mile connectivity.
    • UDAN 5.3 & 5.4 (2024): Revived inactive routes and expanded seaplane services.
    • UDAN 5.5 (2025): Opened bids for 50+ water aerodromes, boosting seaplane-based transport.
