‘Designing Innovative Solutions for Holistic Access to Justice’ (DISHA)
- Context: The Union Minister of State for Law and Justice has approved the continued implementation of the Central Sector Scheme ‘Designing Innovative Solutions for Holistic Access to Justice’ (DISHA) restructured as ‘DISHA 2.0’ for a five-year period from April 1, 2026, to March 31, 2031, aligning with the cycle of the 16th Finance Commission.
About the DISHA Scheme
- The DISHA scheme was launched to provide a comprehensive and integrated system for access to justice across India.
- It aims to ensure access to justice as guaranteed under Articles 14, 21, and 39A of the Constitution.

Key Features
Tele-Law Service
- Provides legal advice via video or telephone calls during the pre-litigation stage.
- Connects citizens with lawyers through Common Service Centres (CSCs) and an app.
Nyaya Bandhu Scheme
- Provides free legal aid to marginalized sections of society.
- Connects applicants seeking assistance with volunteer lawyers via an app.
Legal Awareness Programmes
- Strengthens awareness through Legal Services Authorities established at national, state, district, and taluk levels under the ‘Legal Services Authorities Act, 1987’.
Information, Education and Communication (IEC)
- Utilizes awareness campaigns and technology to expand the reach and accessibility of legal services.
