Design
- Expand India’s chip design ecosystem.

Machines & Materials
- Incentivise manufacturing and R&D of semiconductor equipment, materials, chemicals, and gases.
- Strengthen precision manufacturing capabilities.
More Fabrication Units (Fabs)
- Encourage establishment of additional silicon, compound semiconductor, discrete component, and display fabs.
- Expand domestic chip manufacturing capacity.
ATMP/OSAT Expansion
- Promote advanced ATMP/OSAT facilities.
- Attract global firms and advanced packaging technologies to India.
Research & Development
- Support development of advanced semiconductor nodes beyond the current 28–110 nm range.
- Foster collaboration with leading national and global R&D institutions.
Talent Development
- Expand semiconductor education and industry-oriented training.
