Digital India Land Records Modernization Programme (DILRMP) and Unique Land Parcel Identification Number (ULPIN)

- Context:The Ministry of Rural Development held a meeting with a delegation from the Asian Development Bank to discuss collaboration in the areas of land governance, digital land records modernisation, and watershed development.
- Unique Land Parcel Identification Numbers, also known as Bhu-Aadhaar, have already been generated for nearly 66 per cent of agricultural land parcels in the country.
About the Digital India Land Records Modernization Programme (DILRMP)
- The Digital India Land Records Modernization Programme (DILRMP) was introduced in 2016 after restructuring the earlier National Land Records Modernization Programme.
- It is a Central Sector Scheme implemented by the Department of Land Resources under the Ministry of Rural Development.
- The programme has been continued for the period from 2021–22 to 2025–26 with the inclusion of two additional components:
- Computerization of all revenue courts across the country along with their integration with land records.
- Linking of Aadhaar numbers with Records of Rights (RoR) based on the consent of individuals.
- The main objective of DILRMP is to transform the existing manual and presumptive land title system into a modern digital system with conclusive land titles.
- Major Components
- Computerisation of Records: Includes mutations/transfers.
- Digitisation of Maps: Integrates textual and spatial data.
- Survey/Re-survey: Updates all survey and settlement records and creates original cadastral records where necessary.
- Computerisation of Registration: Integrates with the land records maintenance system.
- Geospatial Information System (GIS): Core development for enhanced land records management.
About Unique Land Parcel Identification Number (ULPIN)

- The Unique Land Parcel Identification Number (ULPIN), also known as “Bhu-Aadhar,” is an initiative under the Digital India Land Records Modernization Programme (DILRMP).
- It assigns a unique 14-digit identification number to every land parcel in the country.
- The main objective of ULPIN is to provide a distinct identity to each surveyed piece of land and reduce cases of land fraud and disputes.
- ULPIN also seeks to create a comprehensive database containing all relevant details related to properties across India.
- In addition, different types of land-related data currently maintained by various ministries and government departments will be integrated with the ULPIN system to ensure better coordination and accessibility of information.
