Natural Disasters – Safeguard Measures Death toll rises to 25 in Sikkim floods The death toll in flash floods in Sikkim has risen to 25. 7 of them are army personnel. Further, the search for 143 people, including 15 army personnel, continued for the third day. A cloudburst caused heavy rainfall in Lonak Lake region of North Sikkim. Subsequently, the Deesta river was flooded and the hydroelectric project dam broken in Chungdhang area. Due to this, 4 districts namely Mangan, Gangtok, Namsi and Bagyang were flooded. Note As per the Landslide Atlas of India prepared by the National Remote Sensing Centre, ISRO, Hyderabad, all 12 districts of Himachal are susceptible to landslides. Natural Disasters – Safeguard Measures Gujarat Cloudburst Heavy to very heavy rains pounded several districts in Gujarat's south and Saurashtra regions, triggering a flood-like situation in urban areas and isolating villages amid rising water levels in dams and rivers surging to danger levels due to cloudburst. About Cloudburst Cloudburst is defined as a geo-hydrological hazard. Cloudbursts are sudden, unprecedented heavy rainfall. Rainfall over 100 mm or 10 cm per hour over a region of 20 to 30 square km falls into this category. Causes It occurs mainly in mountainous areas when the warm air currents rise from the ground towards clouds. It carries the falling raindrops along with it. Thus, the rainfall fails to occur steadily, and the clouds have excessive condensation. There is also an accumulation of a large amount of water at high altitudes. The upward current becomes weak, and the waterfalls on a single stretch. Generally, cloudbursts occur at an elevation of 1000 to 2500 meters above sea level. Cumulonimbus clouds are responsible for the heavy downpour. NATURAL DISASTERS - SAFEGUARD MEASURES The Prime Minister on March 03 inaugurated the third session of the National Platform for Disaster Risk Reduction (NPDRR) in New Delhi. Gujarat was the first state that came out with the State Disaster Management Act in 2001. The then central government enacted the Disaster Management Act on the basis of this act. After that, the National Disaster Management Authority came into existence. ABOUT NPDRR: NPDRR is a Multi- Stakeholder platform con-stituted by the Government of India to facilitate dialogue, sharing experiences, views, ideas, action-oriented research & explore opportunities in the area of Disaster Risk Reduction.
