Political Parties and Political System in India MP expulsion from the Parliament Mahua Moitra of the Trinamool Congress was expelled from the Lok Sabha. The Lok Sabha Ethics Committee found the MP guilty of “unethical conduct” and “contempt of the House” and recommended MP’s expulsion from the House. The Mandatory packaging norms approved for Jute Year 2023-24 provide for 100% reservation of the food grains and 20% of sugar to be compulsorily packed in jute bags. The step would further protect the interest of domestic production of raw jute and jute packaging material in India

Political parties and Political system in India Special Session of Parliament from September 18 to 22 The Union government announced a Special Session of Parliament from September 18 to 22 shortly after the conclusion of the G­20 Summit here on September 10. The government has not revealed the agenda of the session.  About Sessions of Parliament under Article 85 of the Constitution. Convened by the President of India (Decided by the Cabinet Committee on Parliamentary Affairs) By convention Parliament meets for three sessions in a year. Budget Session  Monsoon Session  Winter Session  The gap between two sessions of the Parliament cannot exceed 6 months. Govt – Welfare oriented Govt schemes, their utility E-buses will be allotted to cities based on population The Ministry of Housing and Urban Poverty Alleviation issued the guidelines on the implementation of the PM-eBus Sewa scheme to the States.  It is notified that the 10,000 electric buses under the scheme would carry a uniform branding provided by the Union government.  The 169 eligible cities would be categorised into four groups based on their population and e-buses would be allocated based on the population as  Between 15 and 20 lakh – 150 buses  Between 10 and 15 lakh – 100 buses Between five and 10 lakh – 100 buses Less than five lakh.  – 50 buses  About PM-eBus Sewa The scheme aims to introduce 10,000 Electric Buses through a Public-Private Partnership (PPP) model. The scheme has two segments  Segment A: Augmenting City Bus Services (169 cities)   10,000 e-busses will be deployed in PPP Model in 169 cities. Segment B: Green Urban Mobility Initiatives (181 cities)      Infrastructure will be upgraded under the green urban mobility initiatives in 181 cities.

Political parties and Political system in India No-Confidence Motion  Lok Sabha Speaker Om Birla accepted the Opposition’s no confidence motion against the Government, saying that he will speak to leaders of all parties and announce when the discussion on the motion will be taken up.  The motion was brought to the House by Congress Party MP Gaurav Gogoi amidst the Opposition‟s ongoing protests demanding a statement on the situation in Manipur from Prime Minister Narendra Modi.  About no confidence motion  In a parliamentary democracy, a government can be in power only if it commands a majority in the directly elected House.  Article 75(3) of our Constitution embodies this rule by specifying that the Council of Ministers is collectively responsible to the Lok Sabha.  For testing this collective responsibility, the rules of Lok Sabha provide a particular mechanism, motion of no-confidence.  Any Lok Sabha MP, who can garner the support of 50 colleagues, can, at any point of time, introduce a motion of no-confidence against the Council of Ministers.  Thereafter, a discussion on the motion takes place. MPs that support the motion highlight the government‟s shortcomings, and the Treasury Benches respond to the issues they raise.  Finally, a vote takes place, in case the motion carries, the government is bound to vacate the office.  A no confidence motion can only be moved in the Lok Sabha. Note  Indira Gandhi faced the most number of no-confidence motions in the history of independent India, with 15 motions during her 16-year tenure (1966-77 and then from 1980 to her assassination in October 1984) as prime minister.

Latest Court Verdict  HC imposes Rs.5,000 cost on encroacher  The Madras high court has imposed a cost of 5,000 on a petitioner who committed in encroachment case.  The amount shall be payable to the bank account to be opened by the registrar judicial of Madurai bench for donating law books to a separate section in the name of 'Madurai bench of Madras high court' in Kalaignar Centenary Library in Madurai.  A division bench of justice S S Sundar and justice D Bharatha Chakravarthy observed that the facts narrated in the affidavit filed in support of this petition are misleading. Political parties and Political system in India Gender parity on Rs panel Rajya Sabha Chairman Jagdeep Dhankhar nominated four women MPs to the panel of vice-chairpersons. The move gives women equal representation on the panel for the first time in the history of the Rajya Sabha, even as the women's reservation Bill, that was first introduced in 1996, remains pending. The panel has a total of eight members. Among the newly nominated members, S. Phangnon Konyak is the first ever woman from Nagaland to be elected as a member of the Rajya Sabha.  The other members are nominated member P.T. Usha, Biju Janata Dal's Sulata Deo and Nationalist Congress Party's Fauzia Khan. Political Parties and Political system in India Aam Aadmi recognised as a National party The Election Commission has recognised the Aam Aadmi Party (AAP) as a national party and withdrew the national party status of the All India Trinamool Congress, Nationalist Congress Party (NCP) and the Communist Party of India (CPI). With the removal of the NCP, the CPI and the Trinamool, there are now only six national parties in the country The Bharatiya Janata Party(BJP), The Congress, The National People’s Party (NPP), The Communist Party of India Marxist (CPIM), The Bahujan Samaj Party (BSP), and The latest addition, the AAP. For recognition as a NATIONAL PARTY, the conditions specified are: a 6% vote share in the last Assembly polls in each of any four states, as well as four seats in the last Lok Sabha polls; or 2% of all Lok Sabha seats in the last such election, with MPs elected from at least three states; or recognition as a state party in at least four states.
