Fiscal Health Index (FHI) 2026

  • Context: NITI Aayog has released the 2nd edition of the Fiscal Health Index (FHI) 2026 to evaluate the fiscal performance and fiscal sustainability of Indian states.
  • It analyzes state fiscal trends over a 10-year period, spanning from 2014–15 to 2023–24.
  • In addition to the 18 major states, 10 North-Eastern and Himalayan states have now been included and ranked separately.

This index assesses states based on five key pillars

  • Quality of Expenditure
  • Revenue Mobilisation
  • Fiscal Prudence
  • Debt Index
  • Debt Sustainability

State Rankings (FHI 2026)

  • Achievers: Odisha, Goa, Jharkhand
  • Frontrunners: Gujarat, Maharashtra, Chhattisgarh, Telangana, Uttar Pradesh, Karnataka
  • Performers: Madhya Pradesh, Haryana, Bihar, Tamil Nadu, Rajasthan
  • Aspirants: West Bengal, Kerala, Andhra Pradesh, Punjab

North-Eastern and Himalayan States

  • Achievers: Arunachal Pradesh, Uttarakhand
  • Performers: Assam, Meghalaya, Mizoram, Sikkim, Tripura
