- Context: The White Rabbit (WR)-based Indian Standard Time (IST) Distribution Demonstration Network was launched at the Regional Reference Standards Laboratory, Jakkur, Bengaluru.
- It was inaugurated as part of the “One Nation, One Time” initiative.
Objective
- To create a secure and indigenous national time system.
- To reduce India’s dependence on foreign time sources such as GPS and ensure reliable time synchronization across the country.

About One Nation, One Time

- One Nation, One Time is a government initiative to create one accurate and common time system for the entire country.
- It will provide the same precise time for government offices, industries, technology systems, and the public.
- The government will establish five Legal Metrology laboratories across India to distribute time with microsecond-level accuracy.
Need for Self-Reliant Timekeeping

- India currently depends on the GPS system, which is controlled by the United States, for accurate timing.
- This dependence can create national security and cybersecurity risks.
- During the Kargil War (1999), India faced problems in getting accurate GPS data, which affected military operations.
- A domestic timekeeping system will reduce foreign dependence and improve the protection of critical infrastructure.
Working mechanism

- The National Physical Laboratory (NPL) will maintain India’s official time using high-precision atomic clocks.
- These atomic clocks are extremely accurate and lose only one second in millions of years.
- The official time will be shared across the country through NavIC (Navigation with Indian Constellation).
- Government departments and organizations will use Network Time Protocol (NTP) and Precision Time Protocol (PTP) to keep all systems synchronized.

National Investment Policy for Urea (NIPU-2026)
- Background: The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister, has approved the National Investment Policy for Urea-2026 (NIPU-2026).
- India is the second-largest consumer of urea globally; it continues to rely heavily on imports to meet domestic demand.
- Global price hikes and supply disruptions regarding fertilizers have highlighted the need to achieve self-reliance (Atmanirbhar Bharat) in urea production.

About National Investment Policy for Urea-2026 (NIPU-2026)
- NIPU-2026 is a new investment policy aimed at promoting modern natural gas-based urea plants in India.
- It replaces the ‘New Investment Policy (NIP)-2012’, the investment period of which ended in October 2019.
Objective
- To add 10 million tonnes of new domestic urea production capacity.
- To support the establishment of 8 to 9 natural gas-based urea plants.
Key Features of the Scheme
- Target-based capacity expansion: Setting up 8 to 9 new plants to produce 10 million tonnes of domestic urea.
- Segregation of Fixed and Variable Costs: To ensure greater transparency, fixed and variable costs are separated in subsidy calculations.
- Assured Return on Equity (RoE): Guarantees an RoE of 12% to 16% to encourage private investment.
- Foreign Exchange Risk Mitigation: Fixed costs can be fully converted to Indian Rupees (INR) after four years, reducing risks associated with currency fluctuations.
- Plant-level Financial Savings: Compared to the NIP-2012 policy, savings of over ₹250 crore per plant are expected.
- Single-Window Approval for Proposals: Provides an integrated mechanism to evaluate pending fertilizer plant proposals.
Significance:
- The NIPU-2026 policy aims to address India’s urea deficit of approximately 10 million tonnes, reduce imports, and move the country towards self-sufficiency.
- Clear cost norms and an assured RoE of 12–16% mitigate investment risks, thereby encouraging increased public and private sector investment in modern gas-based urea plants.
