e-SafeHER Context: The Ministry of Electronics and Information Technology (MeitY) has introduced e-SafeHER, a large-scale cybersecurity training initiative aimed at empowering women in rural India. About the e-SafeHER Programme e-SafeHER is a focused cybersecurity awareness programme designed specifically for rural women. It functions under MeitY’s broader Information Security Education and Awareness (ISEA) framework and follows a community-driven, peer-learning approach to address the gap between digital usage and online safety. Nodal Ministry: Ministry of Electronics and Information Technology (MeitY) Aim To equip one million rural women with the skills to safely use digital platforms within the next three years (by 2029). To enhance cybersecurity awareness at the grassroots level, especially for women involved in digital payments and online livelihoods. To build a sustainable and gender-sensitive model for secure digital inclusion. Key Features Cyber Sakhi Model Women are trained as Cyber Sakhis (peer educators). They spread awareness within their local communities, ensuring grassroots impact. Delivery Mechanism Uses Self-Help Groups (SHGs) for outreach in rural areas. Follows a peer-led, community-based model. Integrates with existing women’s empowerment programmes (no new infrastructure needed). Content and Training Approach Multilingual, localized content developed by C-DAC. Use of audio-visual modules for better engagement. Blended learning: combines structured training with community interaction. Phased Implementation Initial rollout in: Madhya Pradesh, Odisha Will expand nationwide through partnerships.
