Initiatives/ Scheme  Tamil Nadu's "Anywhere Registration" Facility  Context: The Tamil Nadu Registration Department has introduced the "Anywhere Registration" system for property registration.  It enables citizens to register eligible property documents completely online without visiting a Sub-Registrar Office.  The system aims to reduce procedural delays, paperwork, and opportunities for corruption.  Previous System (STAR 3.0) STAR 3.0 is the new digital registration platform being developed by the Tamil Nadu Registration Department.  It will replace the existing STAR 2.0 software used in Sub-Registrar Offices and TNREGINET services.  It is a complete system modernization aimed at making registrations faster, more transparent, secure, and digitally managed. Under STAR 3.0, users could:  Prepare documents online.  Pay registration fees online.  Book appointments.  Obtain encumbrance certificates.  However, buyers and sellers still had to visit the Sub-Registrar Office for identity verification and final registration.  Features of Anywhere Registration Eliminates the mandatory physical visit to the Sub-Registrar Office for eligible transactions.  Allows buyers, sellers, and financial institutions to complete registration remotely.  Approved documents are digitally signed by the Sub-Registrar.  Registered documents are delivered electronically through:  User login accounts.  WhatsApp.  Replaces the traditional stamped physical copy.
