Initiatives/ Schemes TNExpat Context:  Industries Minister of Tamil Nadu, launched TNExpat, a digital platform for expatriates and international visitors. The platform helps global users explore living, working, culture, and lifestyle in Tamil Nadu. The website is available in five languages to reach a wider international audience. Guidance Tamil Nadu, the State’s investment promotion agency, is setting up a dedicated “Expat Desk” to support expatriates. The initiative aims to improve ease of living and integration for foreign professionals in the State. Polity Tamil Nadu - Merchant Shipbuilding Policy Context: Tamil Nadu launched a Merchant Shipbuilding Policy to promote large-scale shipbuilding and maritime industry development. The initiative aims to position Tamil Nadu as a leader in shipbuilding in India and support the country’s transition to a high-growth, developed economy. Guidance Tamil Nadu, the State’s investment promotion agency, is playing a key role in implementing the policy. A Special Purpose Vehicle (SPV) named NSHIPTN will be created under SIPCOT with participation from the Union government. The SPV will develop infrastructure, enter joint ventures, lease assets, and support capital raising for shipbuilding projects. The State government may participate in equity up to 49% in shipyards or lease assets up to 20% of project cost. Two shipbuilding clusters are planned in Thoothukudi and Cuddalore. The government signed an MoU with Hyundai (South Korea) to develop a shipyard at Thoothukudi. Another yard may be developed by public sector companies such as Cochin Shipyard Limited or Mazagon Dock Shipbuilders Limited. The policy includes training institutions for shipbuilding engineers and skilled workers (welding, erection, electrical work). The initiative aims to build a complete maritime ecosystem including supply chains, manpower training, and housing for workers.
