e-Zero FIR System

  • Context: The Tamil Nadu Government has implemented the e-Zero First Information Report (FIR) system for faster registration and investigation of cyber financial fraud cases.
  • Cyber fraud complaints involving a loss of more than 1 lakh, reported through the 1930 National Cybercrime Helpline, will be automatically linked with the Crime and Criminal Tracking Network and Systems (CCTNS) for e-Zero FIR registration.

About e-Zero FIR System 

  • An electronic system for the quick registration and investigation of cyber financial fraud cases.
  • Implemented by the Tamil Nadu Government with support from the Union Ministry of Home Affairs (MHA).

Key Features

  • Applicable to cyber financial fraud complaints involving losses exceeding ₹1 lakh.
  • Complaints reported through the 1930 National Cybercrime Helpline are automatically integrated with the Crime and Criminal Tracking Network and Systems (CCTNS) for e-Zero FIR registration.
  • Introduced under Section 173 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023.
  • Enables electronic registration of Zero FIRs irrespective of territorial jurisdiction.
  • The e-Zero FIR is electronically transferred to the jurisdictional cybercrime police station.
  • After verification, it is converted into a regular FIR.

Objectives

  • Ensure faster registration of cybercrime cases.
  • Facilitate swift investigation and coordination.
  • Enable freezing of fraudulent transactions during the Golden Hour (the crucial period immediately after a cyber fraud, when prompt action significantly improves the chances of stopping fund transfers and recovering money).
  • Preserve digital evidence.
  • Improve the recovery of defrauded funds.

Significance

  • Reduces delays caused by jurisdictional issues.
  • Strengthens India’s cybercrime response through integration with CCTNS.
  • Enhances coordination between the 1930 Cyber Helpline, police, and financial institutions.
  • Improves citizen access to timely legal remedies in cyber financial fraud cases.

 

History & Culture 

Karivalamvanthanallur Excavation Findings Tenkasi in Tamil Nadu

  • Context:Excavations at Karivalamvanthanallur in Tenkasi district have revealed evidence of continuous human occupation from the Stone Age to the Sangam Age. 
  • The excavation is being conducted by the Tamil Nadu State Department of Archaeology (TNSDA)

About Karivalamvanthanallur Excavation Findings 

  • 18 trenches have been opened at the excavation site. 
  • Discovery of microlithic stone tools, indicating Stone Age habitation.
  • Unearthed brick structures, pointing to settled habitation.
  • Evidence of iron-working remains, highlighting advanced iron technology.
  • Identification of craft-production workshops, suggesting specialized industrial activities. 
  • Findings indicate the site was a major centre for craft production, iron metallurgy, and trade during the Sangam period

Significance

  • Demonstrates continuous cultural and human occupation over several historical phases. 
  • Provides valuable evidence of the evolution from Stone Age communities to the urbanised Sangam civilisation
  • Highlights the technological advancement of iron metallurgy and organised craft industries in ancient Tamil society. 
  • Strengthens understanding of trade networks and economic activity in the Sangam Age. 
  • Forms part of Tamil Nadu’s broader archaeological initiative, complementing discoveries at Keeladi.

 

Economy 

Samagra Shiksha Scheme Funding Issue

  • Context:The Union Government has reiterated that the release of Samagra Shiksha funds to Tamil Nadu is linked to the implementation of the National Education Policy (NEP) 2020. 

  • However, it clarified that the Right to Education (RTE) Entitlements component under Samagra Shiksha will be released separately. 

About Samagra Shiksha

  • A centrally sponsored scheme for school education covering: 
    • Elementary Education 
    • Secondary Education 
    • Teacher Education 
  • It integrates the earlier schemes: 
    • Sarva Shiksha Abhiyan (SSA) 
    • Rashtriya Madhyamik Shiksha Abhiyan (RMSA) 
    • Teacher Education (TE) 

Why the Funds Are Withheld

  • The Centre stated that implementation of Samagra Shiksha is linked with the implementation of NEP 2020
  • It noted that Tamil Nadu has not signed the Memorandum of Understanding (MoU) for the PM Schools for Rising India (PM-SHRI) scheme. 
  • According to the Centre, this indicates that the State is not implementing NEP in its entirety

Tamil Nadu’s Stand

  • Tamil Nadu has refused to: 
    • Implement the three-language formula under NEP 2020
    • Sign the PM-SHRI MoU
  • The State maintains its long-standing two-language policy (Tamil and English). 

RTE (Entitlements) Component

  • The Centre stated that the RTE (Entitlements) component will be released independently. 
  • 2026–27 allocation under RTE: ₹624.19 crore 
    • Centre’s share: ₹374.51 crore 
  • In 2025, following a Supreme Court notice, the Centre released ₹538.39 crore under the RTE component. 

Significance

  • Highlights the Centre–State debate over linking education funding with the implementation of NEP 2020
  • Raises issues concerning cooperative federalism, education policy, and fiscal relations
  • Reflects differing approaches to language policy and school education reforms.

 

Environment 

Mamallan Reservoir Project 

  • Context: The Mamallan Reservoir Project is a ₹342-crore initiative by the Tamil Nadu Water Resources Department at Nemmeli on East Coast Road (ECR), Chennai

About Mamallan Reservoir Project

  • The project aims to increase Chennai’s drinking water storage capacity by capturing and storing surplus rainwater before it flows into the sea, thereby improving water security during dry periods.Intended to strengthen Chennai’s long-term drinking water supply
  • Aims to store excess monsoon runoff that would otherwise drain into the sea.
  • Expected to improve water availability during droughts and reduce dependence on distant water sources. 
  • Forms part of the state’s broader urban water resource management and climate resilience strategy

Concerns Raised

  • Local fisherfolk argue the project could affect their livelihoods by altering coastal water flows and fish breeding habitats. 
  • Environmentalists warn of possible impacts on biodiversity, wetlands, migratory birds, and natural drainage, which they say could increase flood risks. 
  • Opponents also contend that the environmental and social impacts have not been fully assessed and have urged the government to reconsider the project.
