- Context: About 60 lakh first-time employees, including over 18 lakh women have benefitted under Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY).
- PM-VBRY is the Centre‘s Employment-Linked Incentive (ELI) scheme operational from August 1, 2025.
About Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY)
- The Union Cabinet approved the Employment Linked Incentive (ELI) Scheme on 1 July 2025.
- The scheme is named Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY).
- It aims to:
- Promote employment generation.
- Enhance employability.
- Strengthen social security.
- Support MSMEs and rural enterprises.
- Give special emphasis to the manufacturing sector.
Duration of the Scheme
- Incentives are applicable to jobs created during the two-year registration period:
- 1 August 2025 to 31 July 2027.
- The scheme seeks to create more than 3.5 crore jobs across the country over two years.
Part A – Incentives for First-Time Employees
- Applicable to first-time employees in both existing and new establishments.
- Employees will receive an incentive equivalent to one month’s EPF wage, subject to a maximum of ₹15,000.
- The incentive is paid in two instalments:
- First instalment: Up to ₹7,500 after completion of six months of continuous employment.
- Second instalment: After completion of twelve months and successful completion of the prescribed Financial Literacy Programme.
- The second instalment will be credited to an appropriate savings instrument or savings account for a specified period.
Part B – Incentives for Employers
- Employers will receive up to ₹3,000 per month for each additional employee.
- The employment must be sustained for at least six months.

DISHA Scheme

- Context: The Department of Justice, Ministry of Law and Justice, Government of India, is organizing a Regional Workshop under the DISHA Scheme.
- It is a Central Sector Scheme being implemented by Department of Justice and ‘Reforms Utsav’.
- A major highlight of the event will be the launch of “Nyaya Prabodh – Awakening to Justice,” a year-long legal awareness campaign aimed at deepening citizens’ understanding of their constitutional and legal rights and responsibilities.
Under the Nyaya Prabodh initiative, several citizen-centric activities will be launched, including:
- Know Your Rights in 90 seconds, a legal awareness initiative designed to promote greater understanding of legal rights and remedies among citizens;
- Nyaya Quiz, an interactive platform aimed at enhancing awareness of constitutional values, legal institutions and citizens’ rights, particularly among youth and students; and
- Pro Bono Pledge, encouraging advocates, law students and legal professionals to voluntarily contribute their knowledge and expertise for the benefit of the underprivileged and vulnerable sections of society.
DISHA Scheme (Designing Innovative Solutions for Holistic Access to Justice)
- The DISHA Scheme is a comprehensive initiative of the Government of India aimed at ensuring people-centric access to justice while also providing early intervention and developmental support for children with disabilities.
- Implemented across the country, the scheme addresses both legal empowerment and the developmental requirements of children with special needs.
- The scheme is guided by the principles enshrined in the Preamble of the Constitution of India and draws support from Articles 14, 21, and 39A, which guarantee equality, protection of life and liberty, and free legal aid to disadvantaged sections of society.
- Under the provisions of the National Trust Act, the scheme also focuses on early identification and school preparedness of children with developmental disabilities, facilitating their inclusion in mainstream education and society.
Objectives of the DISHA Scheme
The scheme seeks to promote inclusive growth and improve access to justice and developmental support throughout the country.
- To provide free legal assistance and pre-litigation counselling to vulnerable and marginalized citizens.
- To increase awareness regarding legal rights and strengthen citizens’ interaction with the justice delivery system.
- To identify developmental disabilities in children at an early stage and ensure timely intervention.
- To provide therapeutic services and training to prepare children for inclusive schooling.
- To equip parents and caregivers with guidance and skills necessary to support children’s development.
- To encourage physical, cognitive, emotional, and social development for overall well-being.
- To reduce barriers between marginalized communities or children with disabilities and the mainstream population.
- To improve quality of life and promote self-reliance and social integration.
- Community-Based Delivery: Services are implemented through CSCs, recognized DISHA centres, and organizations registered under the National Trust.
- Use of Technology: Employs mobile applications, e-Courts, and other ICT-based platforms to ensure efficient and accessible service delivery.
